Use Java 8 in Ubuntu/Debian for Apache Storm

On Ubuntu the default JRE pulls is version 11, whilst the Centos
images explicitly specify version 8. To maintain consistency across
distros this change explicitly uses verson 8 in Ubuntu/Debian as well.
