base: add Linaro repository for Debian with some backports

For AArch64 we need libvirt newer than 3.0.0 present in Stretch. So
we backported 3.6.0 (has all changes we need).

Also backport of qemu 2.10-rc is present.

All packages are built for aarch64 and x86_64 architectures.
