Marcin Juszkiewicz 288a17feb3 base: use new Linaro repo ...

During Linaro Connect we decided to create separate repository for Kolla
project requirements. And only for those.

Repository contains:

- libvirt 3.6.0
- qemu 2.10-rc
- dpdk 17.05.2
- openvswitch 2.8.0 (with dpdk support)

Old repository is still available but just for backward compatibility.
