Marcin Juszkiewicz fcceb51963 create missing apache2 directory on Debian/Ubuntu
Ubuntu/source deployment of horizon and placement-api failed:

+ exec /usr/sbin/apache2 -DFOREGROUND
apache2: Syntax error on line 80 of /etc/apache2/apache2.conf: DefaultRuntimeDir must be a valid directory, absolute or relative to ServerRoot

Once directory is in place it works fine.
