Seems like we've did something wrong when applying initial lower-constraints.txt and now the job fails with errors about that file being incompatible with requirements.txt and test-requirements.txt. This commit attempts to fix that by updating lower-constraints.txt to match requirements. Change-Id: I0a10a408a6ae6e015ce5f5243d61cfcff230df44 Closes-Bug: 1766898
