This commit switches Kuryr configuration to use the IP of load balancer created for Kubernetes API instead of hardcoding HOST_IP there. This should be useful e.g. for multinode. Change-Id: I4535986fdac4d7d6b2eda0debdcaf6122a4f5b9f Closes-Bug: 1771801
