Michał Dulko 7bb925055a Create CNI bin dir in OpenShift DevStack plugin In case of containerized deployment we haven't been creating $CNI_BIN_DIR directory. This made containerized deployments with OpenShift to fail. This commit solves that by adding `mkdir` just before the directory is needed as OpenShift installation should not depend on Kuryr installation.
