Luis Tomas Bolivar 176b860083 Removing lbaasv2 related code
LBaaSv2 was deprecated in favor of Octavia. This patch is removing
the remaining gates for lbaasv2 and the specific code for handling
the services when haproxy was used

Implements: blueprint remove-lbaasv2
