Migrate the following jobs to zuul v3:
* kuryr-libnetwork-fullstack-py3
* kuryr-libnetwork-kuryr_lib-src-fullstack
* kuryr-libnetwork-install
* kuryr-libnetwork-fullstack-ipv6-only

Remove the following unused jobs:
* kuryr-libnetwork-install-multinode
