Luis Tomas Bolivar ed892fc37a Add kuryr-controller restart test to ports pool 
This patch extends the ports pool test to check pools recovery
upon kuryr-controller restart, ensuring previously created ports
are re-used.

Partially Implements blueprint ports-pool
