Add support for VIF_TYPE_TAP
The networking-calico Neutron driver/plugin uses VIF_TYPE_TAP, so this change enables using Kuryr with networking-calico Change-Id: Ic5a079ad4e4d7be73e9fc81145e28bc6ee59bc36
