Saeed Padari c6e7bdf3f3 fix(nova): change default shell from rbash to bash for migration ...

The restricted shell (rbash) prevented SCP/SSH commands needed
during instance migration with attached local disks using config drive.
Switching the Nova user's default shell to bash allows file transfers
and migration operations to succeed without shell restrictions.
