Mohammed Naser dee49b0ed0 Disable centos-8 builds ...

CentOS 8 builds are failing because the distro is EOL and the mirrors
have been removed from upstream CI.

If any contributors want to pick up fixing it, they can do that but
we need this to unblock the gates.
