Use oslo.log instead of oslo.incubator log module

oslo.log has graduated from oslo-incubator, magnum need use oslo.log
instead of oslo.incubator log module.

NOTE: openstack.common.log registers its options at import time, but
oslo.log needs to call register_options() explicitly.
