* It removes magnum tempest plugin reference in favour of using
newly magnum-tempest-plugin.
* We removed tempest tests resides under functional.api.v1.test-*
files as they are tempest tests and keeping the rest as they are
used by functional tests.

Zuul now supports including the file extension on the playbook path
and omitting the extension is now deprecrated. Update references
to include the extension.

irrelevant-files parameter is overridden by the child jobs,
so add it to child jobs as well to avoid running functional
jobs on non-functional changes.
