yatin 06d5bb54bd Add history for API versions supported by magnum 
Added history for API versions supported by magnum
till date. For all newly added api, versions.py and
rest_api_version_history.rst should be updated.

Also added docs that describe what to do when a new
microversion is added.

The docs changes are taken from nova.

Magnum

Magnum is an OpenStack project which offers container orchestration engines for deploying and managing containers as first class resources in OpenStack.

For more information, please refer to the following resources:
