dimtruck 7d524491c8 Copy logs on test failure 
This patch will copy logs from nova servers to local environment
on test failures.
Don't delete bays until teardown so log gathering will work.
Give functional test types a common base.

Added timeout to docker ps; else, the command would time out,
failing to run the rest of the tests.
