dimtruck 87db63227e Functional tests with Tempest - BayModel CRUD 
This patch will add functional test coverage for
baymodels.  It sets up tempest-lib and core
framework architecture with clients, models,
and data generator abstractions.

Partially implements: blueprint magnum-tempest
