Erik Olof Gunnar Andersson f2fd732ce2 Trivial code cleanups ...

Cleaning up comments and logging to make sure they properly adhere
to Openstack standards.

* Consistently use """ instead of ''' for comments.
* Always lazy-load logging parameters.
* Fixed bad log line in cert_manager.
