PanFengyun 98516d4fa4 Clean rc from unit tests 
Magnum have removed the k8s rc apis, but have not removed it from
policy.json. The patch (https://review.openstack.org/#/c/384064/)
remove rc from etc/magnum/policy.json.

And we should remove rc from tests/fake_policy.py.

Magnum

Magnum is an OpenStack project which offers container orchestration engines for deploying and managing containers as first class resources in OpenStack.
