Bharat Kunwar 9e3be39dd5 k8s_fedora: Bump up default kube_tag to v1.15.7 
Also bump up cloud_provider_tag to v1.15.0.

This is the common supported version in Fedora Atomic (now EOL) when
`use_podman=true` label is not supplied.

Magnum
