zhongjun 7275aafc9e Add the ability to check the tenant quota in detail

Now the quota-set API only returned single attribute
'limit', this change intends to add a new API
'quota-sets/{project_id}/detail' to retrieve more info
with attributes 'in_use', 'limit', 'reserved'.
