Ben Swartzlander 0ec5196caa Fix gate breakage caused by localrc usage 
It's no longer allowed to use both localrc and local.conf
so our dsvm jobs were failing very early. See:

MANILA

You have come across an OpenStack shared file system service. It has identified itself as "Manila." It was abstracted from the Cinder project.
