Volodymyr Boiko 14ef891611 update requirements for VAST manila driver
The requirements added correspond to the latest versions of the
libraries or the current upper constraints. The VAST driver doesn't
need the latest versions of these libraries. Hence, we can keep
the lower requirements old enough so distributors have some wiggle
room.
