Tom Barron c0ee00f2c7 Increase MANILA_SERVICE_VM_FLAVOR_DISK
The manila service image was recently rebuilt and is
now bigger than 2 Gibibytes so increase it to 3, which
should last us for a while.

Closes-bug: #1870412

Enabling in Devstack

We can enable the manila service in DevStack. For details, please refer to development-environment-devstack, the following steps can be used as a quickstart reference:

  1. Download DevStack

  2. Add this repo as an external repository:

    > cat local.conf
    [[local|localrc]]
    # Enable manila
    enable_plugin manila https://opendev.org/openstack/manila
    
    # Enable manila ui in the dashboard
    enable_plugin manila-ui https://opendev.org/openstack/manila-ui
  3. run stack.sh
