Igor Malinovskiy 91e438b40e Add Share instances Admin API 
Add admin API which allows:
- Get share instances of given share
- Get all share instances
- Get share instance details by id
- Reset share instance state
- Force-delete share instance

Add appropriate unit and tempest tests.
