Valeriy Ponomaryov 5de48a0daa Fix list-availability-zones API for PostgreSQL 
Listing of availability zones using PostgreSQl does not work in Manila.
It is caused by usage of not strict types comparison.
So, fix it and add Tempest test for API.

MANILA

You have come across an OpenStack shared file system service. It has identified itself as "Manila." It was abstracted from the Cinder project.

Getting Started

If you'd like to run from the master branch, you can clone the git repo:
