Goutham Pacha Ravi 6a6d813bb3 [pylint] Remove lint tox environment 
We don't use the tools/lintstack.py
script anymore since its removal in [1],
so cleanup the unused tox environment and
the gitignore corresponding files.

MANILA

You have come across an OpenStack shared file system service. It has identified itself as "Manila." It was abstracted from the Cinder project.
