The OpenStack install guide team has recommended that projects
that are not part of the starter-kit:compute [1] (and a few other projects
like Cinder and Horizon) maintain their install guide in-tree. [2]

You have come across an OpenStack shared file system service. It has identified itself as "Manila." It was abstracted from the Cinder project.
