tpsilva f10776d832 Add DriverFilter and GoodnessWeigher to manila ... This patch ports cinder's DriverFilter and GoodnessWeigher to manila. These can use two new properties provided by backends, 'filter_function' and 'goodness_function', which can be used to filter and weigh qualified backends, respectively.
