dineshbhor 5bbd78e326 Deploy masakari-api with uwsgi ...

As per community goal [1], this patch allows deploying
masakari-api with uwsgi.

NOTE:
This patch takes reference from the nova implementation of deploying
nova-api with uwsgi.
