Update TOX_CONSTRAINTS_FILE 

UPPER_CONSTRAINTS_FILE is old name and deprecated, Please see [1].
This allows to use lower-constraints file as more
readable way instead of UPPER_CONSTRAINTS_FILE=<lower-constraints file>.
