In Zed cycle, we have dropped the python 3.6/3.7[1] testing
and its support. Add release notes and update the python
classifier for the same.

Horizon defined a project template 'horizon-non-primary-django-jobs'
for django jobs. This patch use that template to run django jobs

Since we've entered Train and the runtime proposed include py37[1],
we need to include it in gate as well as local env.

This is a mechanically generated patch to complete step 1 of moving
the zuul job settings out of project-config and into each project
repository.
Because there will be a separate patch on each branch, the branch
specifiers for branch-specific jobs have been removed.
Because this patch is generated by a script, there may be some
cosmetic changes to the layout of the YAML file(s) as the contents are
normalized.
