* use oslo graduated modules, delete openstack/common package since there is no dependency on oslo-incubator modules now. * delete openstack-common.conf for the reason above. * update project requirements automatically. Change-Id: I80610cbfe7fd54263c8a2d9178ec9a2498c91899 Closes-Bug: #1459188
