Yasufumi Ogawa c820d6f365 Update package name in devstack for ubuntu/jammy 
For python3, `python-nose` has been changed to `python3-nose` in Ubuntu
Jammy Jellyfish. This change is to update the package name to avoid an
error on exit.

Enabling Mistral in Devstack

  1. Download DevStack:

    git clone https://github.com/openstack-dev/devstack.git
cd devstack

  2. Add this repo as an external repository in local.conf file:

    > cat local.conf
[[local|localrc]]
enable_plugin mistral https://github.com/openstack/mistral

To use stable branches, make sure devstack is on that branch, and specify
the branch name to enable_plugin, for example::

 enable_plugin mistral https://github.com/openstack/mistral stable/pike

  3. run stack.sh
