Arnaud M ecdeadeb7a Change the wsgi path for devstack 
Since pip 23.1, the wsgi_script from PBR are not installed anymore
(see [1])

So, instead, rely on the wsgi.py app which is directly bundled in
mistral source code.

Mistral

Workflow Service integrated with OpenStack. This project aims to provide a mechanism to define tasks and workflows in a simple YAML-based language, manage and execute them in a distributed environment.
