Add a smaller vcenter plugin for status
This plugin will add a vm.status for vcenter, this is kept separate from the original plugin to allow different timing between the two types of data or to consume fewer resources for smaller environments. Change-Id: I014a2ceafd3a819abe37ef581bc8d6a17a6c1606
