Mark Monasca Ceilometer as Deprecated in Ussuri 

With the Monasca Publisher now a supported pipeline in
Ceilometer, the functionality of Ceilosca can now be simply
configured in a Ceilometer deployment.
This commit makes a comment in the README to explain that.
