Remove set GLARE_API_URL for horizon
In multi-region, only have one horizon, so we can not set GLARE_API_URL parameter for horizon. Change-Id: Ia39d7d1940dcac31467fbe73f7268cf1f3d39ddf Closes-Bug: #1630318
