Andreas Jaeger bdff68a43f Add legacy murano-dsvm-functional job ...

The Zuul v3 migration missed to add this job. Add it and rename
the CI set up.

Also, fix existing zuul config and use .yaml extension for all jobs,
this will soon be required.
