This patch moves the BGP service plugin, agent, driver, and
tests out of the neutron repository and into the
neutron-dynamic-routing repository.

Partially-Implements: blueprint bgp-spinout

This package contains neutron-dynamic-routing code which depends upon neutron and it's related libraries to run.
