Ryan Tidwell a636af4e30 Clean up API tests for neutron-dynamic-routing ... This patch adds the devstack plugin for neutron-dynamic-routing, allowing the API tests here to be run in check jobs and under the tempest framework. It also cleans up the API tests so they execute properly after being spun out of the main repository.
