Dao Cong Tien b3a0f3bfe4 Check pep8 without ignoring D000 
Currently, pep8 ignores D000 check because of error:
"D000 Cannot analyze code. Pygments package not found."

Pygments is supported from:
https://review.openstack.org/#/c/568729/

This patch also changed code-block type from "none" to "ini"
as D000 check does not allow the "none" type.

This package contains the code for the Neutron Firewall as a Service (FWaaS) service. This package requires Neutron to run.
