Remove rootwrap code copied from oslo-incubator, make the
{neutron,quantum}-rootwrap console_script entrypoints point to
oslo.rootwrap code instead.
Adjust bin/{neutron,quantum}-rootwrap[-xen-dom0] so that it calls
into oslo.rootwrap.cmd.
