RETIRED, Horizon UI support for Neutron LBaaS

Gerrit User 12417 bc9d50bd43 Update patch set 4 ... Patch Set 4: Following Ganesh's instructions I was able to bring up the lbaasv2 panels. But couIdn't successfully launch a loadbalancer.
