Revise status of VPNaaS in neutron
VPNaaS is no longer part of the neutron governance. Rather than wiping it out from the API reference right away, let's mark it unmaintained for a while until we know for sure it is defunct for good. Change-Id: Ic07c5787c40b489b649013e83e2bc41237495058
