Improvements to tox envs

- Actually depend on requirements.txt
- Run unit tests with ostestr
- Inform testr of location of unit tests
- Fix coverage job and include report
- Keep PEP8 strict; it's not annoying yet
- Remove vestiges of oslo incubator handling
