FUP Suppress IPv6 metadata DAD failure and delete address

In the partial fix
https://review.opendev.org/c/openstack/neutron/+/876566 to bug #1953165,
we changed the metadata cidr netmask from /64 to /128.

This patch updates neutron-lib accordingly.
