Boden R 355864d376 rehome remaining common constants

This patch rehomes the remaining neutron.common.constants into
neutron-lib. All rehomed constants are put into neutron_lib.constants
except for EXT_PARENT_RESOURCE_MAPPING which lives in
neutron_lib.services.constants due to circular import refs when rehoming
it into neutron_lib.constants or neutron_lib.plugin.constants.
