Kailun Qin 8fe6e3c56f Remove "tags" listed in Create port POST api-ref ...

Attribute 'tags' is not allowed in POST. This patch fixes the issue in
Create port POST api-ref where "tags" is listed. No other resource
api-ref is impacted.
